Thank you for the information on the "M" - I've always wondered what it is for.
I've seen this stamp on numerous occasions but never actually analyzed it in more detail. I wish we also kinda had stamps with tariffs like this for letters and postcards - would come in handy sometimes.
The design is very neat.
We have that in Spain:
-A rate, within Spain (and A2 if the letter is heavy or big);
-B rate, Europe;
-C rate, rest of the world.
It's useful, especially, when the rates are about to change.
